Carlos Polístico García


Carlos P. Garcia was born on November 4, 1896 and became president of the Philippines on March 23, 1957 after President Ramon Magsaysay died in a plane crash. He was elected December 30th that same year to a full term as the 8th president of the Philippines. Before he took office as president he was a teacher, lawyer and public official. Garcia become well known for his “Filipino First” policy in which he placed the well-being and interests of the Filipino people above any foreigners and those belonging to the majority ruling party.

Garcia was born in Talibon, Bohol. He went to Cebu Provincial High School and Silliman University then got his law degree at the Philippine Law School. Instead of practicing law immediately, Garcia worked as a teacher at Bohol Provincial High School. Garcia was also notable for his poetry in Bohol that people referred to him as the “Prince of Visayan Poets” and the “Bard from Bohol.”

Carlos P. Garcia began his political career as elected as a representative to the Philippine congress in 1925. Thereafter, he was elected governor of Bohol in 1931 and was re-elected in 1940. He became senator in 1941. Garcia was elected for senate for three consecutive terms between 1941-1953.



Garcia was appointed vice-president as his running mate; Ramon Magsaysay won the election for presidency in 1953. The President then appointed him Secretary of Foreign Affairs for four years while serving his term as vice president at the same time. Garcia assumed presidency following President Magsaysay’s death. After he completed Magsaysay’s term he was elected as the 8th president of the Philippines.

President Carlos P. Garcia is most notably remembered for his “Filipino First Policy” which is a policy that favored Filipino businessmen and citizens over foreign investors and competition. This meant that foreign investors could invest up to 40% in an industry or business while the remaining 60% would be owned by Filipino citizens. Garcia’s policies aimed at stimulating economic growth and prosperity, ultimately obtaining and sustaining economic independence. This included managing retail trade, which affected relations with Chinese business. Among other things, Garcia also tried revitalizing Filipino cultural traditions. He also tried instilling the Austerity Program, which although not as successful as his other policies, attempted to fix the corruption in the government. This helped restore trust between the Filipino people and the government.

Towards the end of his second term, Garcia ran for re-election but was defeated by Macapagal. He retired to life as a private citizen in Bohol and was elected to be a delegate of the Constitutional convention. Shortly thereafter though, Garcia suffered a fatal heart attack and passed away on June 14, 1971.

The Manila Pact aka SEATO

The Southeast Asia Treaty Organization (SEATO) was an international organization and alliance for collective defense against growing communist influences mainly in Southeast Asia, the Philippines included. The treaty was signed by the United States, the United Kingdom, France, Australia, New Zealand, Thailand, the Philippines and Pakistan in Manila, Philippines on September 8, 1954. The treaty became effective in February 1955 and bound the countries to mutual aid to resist any armed attacks. It was assumed that one attack on any one of these countries meant that it was an attack on all the countries so therefore the countries did their best to aid their fellow treaty signature countries.

Historically, SEATO was supposed to mimic NATO and be the Southeast Asian version of the North Atlantic Treaty Organization (NATO). Its purpose was to ideally have military forces back up each member if the call for defense was needed.

Members of SEATO reflected strong forces within each of their region. The U.S. and the United Kingdom obviously were the western powerhouses. Other countries such as Australia, Thailand, New Zealand and the Philippines signified “westernized” nations in the Southeast Asian region.

Originally, Pakistan was not included but treaty forces felt that they needed East Pakistan (now Bangladesh) to be a part of their organization because the country itself is so geographically near to Southeast Asia. They believed that this would tie together Mid-East and Southeast Asian countries.



In comparison to the NATO alliance, SEATO did not hold joint commands with other forces. Also, the attack on one treaty member did not automatically mean there was an attack on all members even if that was the ideal purpose. This was a weakness for the alliance, which caused discrepancy in support for each other. Following the disinterest of France following communist conflict in Cambodia, the United Kingdom also began to lose faith in SEATO causing SEATO to be unreliable as a secure organization. This caused the Philippines to not rely on SEATO as a form of protection against communist insurgencies within their own country.

Due to the lack of reliability and security among the members, and ultimate membership withdrawals, SEATO was disbanded on June 30, 1977.

Lualhati Torres Bautista



Lualhati Torres Bautista was born on December 2, 1945 in Tondo, Manila, Philippines. She is considered to be one of the foremost Filipino female novelists, screenwriters, and film and television creator. She is best known for her works in contemporary Filipino literature.

Bautista graduated from Emilio Jacinto Elementary School in 1958 and from Torres High School in 1962. She studied journalism at the Lyceum of the Philippines but dropped out before the completion of her freshman year. Bautista has also served as the vice-president of the Screenwriters Guild of the Philippines and chair of the Kapisanan ng mga Manunlat ng Nobelang Popular. Thereafter, she became a national fellow for fiction at the University of the Philippines Creative Writing Center in 1986. That same year she was also invited to take part of the US International Visitor Leadership Program, which is, a regional project encompassing different regions in American film.

Some of her most notable work include her first screenplay, Sakada which translates into Seasonal Sugarcane Workers is a story written in 1975 that exposes the experiences of Filipino peasants. When it was released it was during the time of Martial Law and therefore the military banned the film from the public for its message even though it won awards from the Catholic Mass Media. Her next film entitled Kung Mahawl Man ang Ulap translated means If the Clouds Parted was also renowned and nominated for awards in the Film Academy. One of her most famous screenplays, Bulaklak sa City Jail, meaning A Flower in City Jail focused around the imprisonment of women. This, alongside her novels Dekada ’70 and Bata Bata…Pa’no Ka Ginawa? exposed to the public the injustices that were being faced by the Filipino people. It also touched base upon women activism during Martial Law and the Marcos administration.

Bautista has won numerous awards and honors and has recently been honored by the Ateneo Library of Women’s writings on Match 10, 2004 during the 8th Annual Lecture on Vernacular Literature by Women. In 2006, she was also the recipient of the Diwata Award for best writer by the 16th International Women’s Film Festival at the University of the Philippines Film Center.

With the works of Lualhati Bautista, she cultivated and exposed issues in periods where media wasn’t readily available. She also brought light to these fictionalized factual-based works to show people certain events going on around them that they wouldn’t have known initially. Because of her contribution to literature and cinema she is one of the most influential Filipino females today.

Alfonso A. Ossorio



Alfonso Ossorio was an international man. He was born in Manila in 1916, went to school in England for a few years and moved to the United States, all by the age of 14. He became a citizen, and studied art at Harvard and served in the U.S. Army as a medical illustrator. The guy basically did it all. His art would then be as diverse as his complex experiences, evolving as an artist throughout the 40s, 50s, and 60s. He’s described by writer Saul Ostrow as an artist that bridged “the great divide between European art brut and American Abstract Expressionism”. And as sullivangoss.com puts it, “His works challenge the viewer to find meaning in a vastly changing time period when scientific theories overshadowed his austere religious background”. Ossorio was a devout Catholic, who struggled to reconcile his beliefs with his homosexuality. His work reflects such conflicts.



He began his career as a painter in the 1940s, where he worked with Surrealism, and would later befriend two famous avant-garde artists, Jackson Pollock and Jean Dubuffet, who would help influence his evolving styles. As such, in the 50s Ossorio began to experiment with “art brut , where the minds of the insane helped him in his construction of art that broke free from social constraints. This would all lead up to his more well-known “congregations” of the 60s, where he went away from paint and used actual objects to create abstract images and forms.

The trend I found most prevalent in the articles written about Ossorio is that he is referred to as an important figure in the evolution of “American” and “Western” art, thus succeeding in transcending the term Filipino-American and establishing himself as an important historical, American figure in terms of art.

As an immigrant though, he never forgot his roots. The most impressive thing about him, for me, is that in 1950, Ossorio went back to a war-torn Philippines, specifically to the Chapel of St. Joseph the Worker on the Island of Negros, where he stayed for several months to paint a cosmic last judgment scene.



He never forgot his roots and used his unique immigration experience to fuel his passion for art.

The Golden Age Of Philippine Cinema (1950s and beyond)


It is no secret that America, both politically and culturally, has immense influence on the Philippines. But after World War II, during a time when the Philippines was establishing its identity as an independent nation (with the help of the US of course), there emerged a great sense of nationalism and patriotism that manifested itself in movies.

The Filipino War movie genre, for example, worked to glorify their own soldiers and guerillas for their courage and bravery in war – 1946, for example, bred powerful war films that presented unmoving heroism (Garrison 13, Dugo ng Bayan, to name a couple) . The name of the film, “Dugo ng Bayan”, or “The Country’s Blood”, in itself captures the tragic impact the war had had on its people, and further evidences the need for patriotism in the war-tarnished country.

A handful of film companies, referred to by some as the big four, would thus exploit and use the country’s interest in film to fuel a golden age of art and innovation in Filipino film. Backed by monetary abundance (from where they got the money in the impoverished Philippines, I haven’t a clue), LVN Pictures, Sampaguita Pictures, Premiere Productions, and Lebran Pictures were able to put out 350 movies a year! Yes, a year. As a result, the Philippines would be second only to Japan in film production per year. And they were not horrible films at that. The 1956 film, “Anak Dalita” was awarded the Golden Harvest Award, or Best Picture, during the Asia-Pacific Film Festival. The fact that this success transcends Philippine borders suggests the country’s progression towards successful integration and interaction with countries on a global scale, at least in terms of popular culture.



On the note of international success, perhaps the most important achievement in Filipino cinema during this time (and maybe ever) was the production of the movie, “Genghis Khan”. This 1952 film received acclaim in the Western World and became the FIRST Asian film to be shown not only at the prestigious Venice Film Festival, but also at Cannes (those familiar with Entourage have to know this is pretty big deal). Furthermore and ironically enough, Hollywood became inspired by the film and made its own version, starring none other than our great American hero, John Wayne. This Philippine influence on Western media can be seen as a step towards establishing the country’s own distinct identity, through the medium of film. It allowed again for a Filipino voice to be heard on a global scale.

The only downside to such success…how many people actually knew Genghis Khan was originally a Filipino film? I did not. The 60s would see a decline in quality films, as the Philippine people yearned for more Western inspired movies, with film companies spitting out “westerns” and “bomba” (“Dogeaters” anyone?) pictures. And as we all know, “bomba” means naked, so I’ll just go ahead and stop here..

BACK TO BATAAN - John Wayne Saves The Philippines !!!



Just like Mel Gibson had bravely saved the Scottish in the critically acclaimed movie, “Braveheart”, John Wayne became a beacon of hope for the Philippines in time of war and strife. Well, not really. In the 1945 film, “Back To Bataan”, Director Edward Dmytryk presents his audience with a somewhat fictionalized war movie that follows both John Wayne and the events in the Philippines during and after World War II.

After America is forced to leave the Japanese occupied Philippines, Colonel Joseph Madden (played by John Wayne – who funnily enough has an airport named after him right down the street), chooses to stay behind to help organize a guerrilla resistance against Japanese forces. The film opens with a depiction of the successful execution of the Raid at Cabanatuan, a 1945 mission that sought to liberate POW’s from a Japanese camp (a side note: the men seen being freed were the actual POWs that were freed during the war). The film accurately depicts the involvement of both Filipino and American forces in the raid, and continues by going back in time to follow the organization of guerilla forces after America’s departure.
Although at times the movie seems just a cheesy, 1940’s war film, it still provides us with valuable knowledge about American-Philippine relations during and after World War II. The film can be seen as the first time Filipinos were allowed a spot in Hollywood, presenting a story that depicts them as brave fighters for their country and for the US. Actual Filipino actors were used, a great feat for a somewhat colorless Hollywood of the time.



The pro-American sentiment does get a bit out of hand, though, as we see John Wayne’s character continually portrayed as a sort of father figure that takes care of his Filipino companions. As Emmanuel Levy puts it on rottentomatoes.com, this “paternal attitude” has been seen as a “testament to his--and by extension the U.S.--imperialistic and patronizing approach to smaller, weaker nations”. The placement of camera angles throughout the movie testify to this end, as Wayne’s vantage point is always higher than that of the Filipino, giving him a majestic and powerful edge over his so-called counterparts. America, similarly, seems to have enjoyed such a point of authority over its Filipino allies throughout their long-standing relationship.
All the same, it is still nice to see Filipino history and its people in an American film (although I was ecstatic to see Rufio in “The Debut”), especially during the 1945 era. The movie, although at times a means for extreme propaganda, allows for a historical Filipino voice in American pop culture.

Ramon Magsaysay

On November 10, 1953, Ramon Magsaysay was elected as the third President of the Third Republic of the Philippines. The Candidate from the Nacionalista Party had beat out the incumbent Elpidio Quirino from the Liberal Party with a decisive victory of winning almost 69 percent of the vote of the Filipino people. He prove to be the “man of the people” as during his term he made assure that Communism will not take over and that the common man had a voice in Philippine politics. Unfortunately on March 17, 1957 he died in a plane crash after speaking in the provinces of Cebu.

On April 23, 1946, he was elected as Congressman of Zamables because of concerns that his predecessor is forming ties with the Hukbalahap, a militia group form under the Communist Party of the Philippines. The first President of the Third Republic, Manuel Roxas, chose Magsaysay to Washington D.C. to pass the Rogers Bill which would give benefits to Philippine Veterans. This led to a successful mission and he even formed friendships within the United States making him more popular. Appointed by the second President, Quirino named Magsaysay as the new Secretary of National Defense on August 31, 1950. As Secretary, his main concern was to reform his guerilla army to suppress the rebellion of Huks. His main plan was to convince the rebel Huks and common people that reform was coming. As many changed sides, the Huk leaders surrendered. This also maid Magsaysay popular as the common people hoped for him to run in the next election. As a result of his popularity, Ramon Magsaysay became the President from the elections of 1953.


During his presidency, Magsaysay focused on the common people and the suppression of Communist Party. Soon after, he started reconstructing rural areas as roads were rebuilt. With the support of the United States, loans were made to rural banks to help tenants reduce their debt under moneylenders who charged with ridiculous interest. In 1955, his administration passed the Agricultural Tenancy Act, which established a democratic agricultural economy to regulate the size of estates so that it can be sold in the form of smallholdings to tenants. This helped by restricting illegal evictions. Magagsay’s reign of two years dealt with reform to bring a major change of the living standards in the Philippines so that both the rich and the common people will soon have equal power.



In his honor, a Ramon Magsaysay Award is given to individuals of Asia who have portrayed their works of humanity by performing courageous service in the in their society by promoting the ideals behind democracy. The Award is given in six categories: government service, public service, community leadership, journalism, literature and creative communication arts, peace and international understanding, and emergent leadership.

Administration of Diosdado Macapagal


The election of 1961 showcased Carlos Garcia representing the Nationalist party and Diosdado Macapagal representing the Liberal party. Carlos Garcia was the incumbent president seeking re-election. Unfortunately, Diosdado Macapagal, using his background as his campaign was able to topple the current regime. Diosdado Macapagal was able to win the election 55% to 45% with a promise to end corruption while appealing to the people with his background as a common man. With this victory, Diosdado Macapagal became the 9th president of the Republic of the Philippines. After securing his victory, in his inaugural address, he proclaimed, “I shall be president not only of the rich but more so of the poor. We must help bridge the wide gap between the poor man and the man of wealth, not by pulling down the rich to his level as Communism desires, but by raising the poor towards the more abundant life."

With this statement, Macapagal laid the foundation for what would be his agenda as the president of the Philippines. In effort to affirm his statement, Macapagal vowed open the Malacañang Palace to the people. In addition, he tried to bridge the gap between the rich and poor by first starting with the government. Macapagal began to purge the government of corrupt officials who suddenly became wealthy without any explanation. In an effort to raise the morale of his people, he changed the official date of independence from July 4th, 1946 (the day the Americans recognized the Philippines as a sovereign nation) to June 12th, 1898 (the day Filipinos declared their independence from Spain).

A significant part of Macapagal’s term as President was his ability to stimulate economic growth. During the Elpidio Quirino administration, the Philippines adopted a policy which devalued the Peso according to the American dollar. President Macapagal was able to lift this policy which allowed for the Peso to be traded on the open market. This policy plus numerous other policies allowed the Filipino economy to grow by an average of 5.15% GDP. This economic growth was seen all throughout the Philippines as his promise to the poor was partially fulfilled. The growth seen by the Philippines slowly trickle down to the poor.



Unfortunately, President Macapagal was unable to bring about substantial change to the Philippines because of the attempts of the opposition party to block his reform efforts. At the end of 1965, Macapagal sought re-election in order to continue his reforms. Despite his efforts to appeal to the masses Macapagal lost by a substantial number of votes to Ferdinand Marcos. At the end of his political career, Macapagal was elected to be the president of the constitutional convention which drafted the constitution of the Philippines. On April 21, 1997, Diosdado Macapagal died of heart of failure in Manila.

War Brides, "1946 Boys", and Military Recruits


The United States of America is known as the land of promise, which would explain the waves of immigration that they received from all countries. The Philippines had several waves that ended with several enacted laws by the United States government.

As defined by some scholars, there are four major waves of Filipino Migration. The first of these waves was during Spanish rule; some Filipinos wanted to get away from the Catholic rulers and found their way into a new country in North America, whether it was Mexico or the U.S. This ended with the uprising wars between the Spanish and Filipinos around 1906. The second wave was during the 1920s when the U.S. considered the Filipinos as U.S. Nationals and needed them for cheap labor. However due to violence and opposition towards these workers, the Tydings-McDuffie Act was passed in 1934 which reclassified Filipinos as aliens and maintained an immigration quota of 50 persons per year.

The third wave of immigration occurred in 1946 after WWII and during the granting of Philippines independence. The majority of these immigrants were war brides, the “1946 boys”, and military recruits who were now given the opportunity to become U.S. citizens. Contributing to this third wave of immigration were the War Brides Act of 1945, Luce-Celler Act of 1946, and the Military Base Agreement of 1947.

The War Brides Act of 1945 (amended by the Soldiers Brides Act of 1946 and 1947) stated that the ethnic spouses of American GIs, also known as war brides, and their children were allowed to enter the United States after World War II. This allowed Filipino wives and their children to come to the U.S. alongside their White American husbands and fathers. This act lifted the Immigration Act of 1924, which only allowed 2% of the number of immigrants already living the U.S. in 1890 to enter America that was made purposely to exclude Asian and Eastern European immigration. After the passage of the War Brides Act, it was estimated that 5,000 brides came into the U.S. not including their children. This is significant because it wasn’t until the 1967 when interracial marriages were nationally legalized and accepted.

On July 2, 1946, President Harry Truman signed the Luce-Celler Act of 1946 which opened immigration for Filipinos and Indians into America with the quota of 100 persons per year and granted them naturalization. This is double the immigration quota that the Tydings-McDuffie Act allowed before 1946. This gave more opportunities for labor of Filipinos in the U.S. Contracted workers called the “1946 boys” also contributed to this wave of immigration. There was said to about 7,000 of these boys who were part of the agricultural laborers that entered into the Hawaiian sugar plantations. These men were significant because they were brought into the sugar plantations by the owners in an attempt to end the interracial strike by the International Longshoremen and Warehousemen's Union (ILWU). This strike ended in victory for the workers and benefits for the Filipino workers.

Lastly, the Military Base Agreement of 1947 and the end of racial segregation in the military allowed for Filipino military recruits to enter the United States and work in the mess halls. This gave way for another 20,000 Filipinos that immigrated during the late 1940s and early 1950s.

The third wave of immigration is significant because it brought about many changes. Filipino women can enter the U.S. through their American husbands, Americans were seeing interracial couples, and Filipino men had jobs once again. This was a significant change from the previous Tydings-McDuffie Act and Immigration Act of 1924. To some historians, this wave of immigration ended in 1965; however, it didn’t end rather it expanded dramatically with the Immigration and Nationality Act of 1965 which contributes to the current immigration of Filipinos today which doesn’t have any quota.

Bayanihan Philippine Folk Dance Company



The term Bayanihan, which means coming together to work for the common good, became one of the most popularized Filipino words in the world because of the popularization of the Bayanihan Philippine Folk Dance Company. This dance company is said to be one of the oldest dance companies in the Philippines. This company originated at the University of the Philippines and the Philippine Women’s University in 1957 and was founded by Helena Z. Benitez. Its dances were heavily influenced by the work of Francisca Reyes Aquino who published one of the first Filipino written books on Filipino cultural dances in 1946 called Philippine National Dances and who became the folk dance pioneer for the company. Bayanihan has won many international awards since its debut in 1958 at the Brussels World’s Fair. Many question the validity of its cultural dances, but despite this there is world-wide support and interest in their dances.

In the 1920s, Francisca Reyes Aquino, a student assistant instructor at the University of the Philippines, was asked to teach Philippine folk dances. She found this task easy because there were no accepted written or recorded documents on these folk dances; therefore, she can change whatever she likes because no one knows the original dances except her. From 1924-1926, she traveled the islands and documented the styles of dances and photographed them. In 1946, she published her 7 year-in-the-making book called Philippine National Dances. Her aim for this book was to preserve the Filipino dances, but she found that she changed a lot of them to fit a sophisticated oriental western influenced ideal and this came to be known as the Bayanihan style. She taught at major Filipino folk dance camps and conducted workshops at many universities, and for many years she was consultant to the Bayanihan Folk Dance Troup.


In 1957, the University of the Philippines had organized the Filipiniana Folk Music and Dance committee which later evolved to the Bayanihan Folk Art Association. The Bayanihan Dance Company developed as a branch of this organization led and founded by Helena Z. Benitez who was former Chairperson at the Philippine Women’s University. They troupe gained popularity on May 27, 1958 when they performed at the Universal Exposition at the Brussels World’s Fair which was televised across the United States. From there, they were asked to perform on Broadway in New York by Sol Hurok in 1959 where NY critics claimed them “the Cinderella of Dance Theater”. They gained popularity across the globe as being the first Filipino group to perform on Broadway, the first non-American dance company to take to the stage at New York's Lincoln Center for the Performing Arts, and the first Philippine cultural group to perform in Russia, the People's Republic of China and throughout South America. They have gone through fourteen major world tours and one hundred smaller ones.



It is no wonder why Filipinos are looked upon as good dancers and why many Filipino-Americans imitate this dance company despite its lack of authenticity. This dance company not only set a good reputation for Filipino performing arts across the world, it has also made its own dances that are widely used today in Pilipino Cultural Nights (PCN) in Universities and Filipino cultural dance troops across the United States. It made an impact globally and locally in Filipino and non-Filipino societies by giving Filipinos a cultural identity associated with the mixture of Muslim, Spanish, and American culture.

Pinoy Rock



"Bands in the 50s were not called band – they were called combo. A combo was usually a group of singers and musicians, without minimum or maximum number of members, who all contribute their vocal cords and lungs in belting out their numbers and renditions. Having a soloist within the group was the norm. If there was a soloist in a combo, the other members were called pap-pa-ra-rap! Meaning, they were the background vocals. At other times, they were also called chu-wa-ri-wa-ri-wap! --depending on the rhyme and meter of the song."

A new musical genre called Pinoy Rock emerged from this time of newly gained independence from the United States. This was defined as a brand of Rock music that was produced by Filipinos and had Filipino cultural sensibilities. Many Filipinos referred to these Pinoy Rock bands as “combos”, which used nontraditional instruments such maracas, gas tanks, and bongos. During the 1950s, Rock music was gaining popularity internationally through American artists like Elvis Presley, Carl Perkins, Jerry Lee Lewis, and much more. On radio stations in the Philippines, Rock and Roll music was heard continuously especially Elvis’s songs. Many Filipinos imitated his style and covered many of his songs; however, the one who became known as “the Elvis Presley of the Philippines” was the musical sensation and teen idol Eddie Mesa who was the leader of the band called The Trippers.


Eddie Mesa always loved to sing, but hadn’t heard any of Elvis’s songs until he was in Arellano High School in Pasay. As many other aspiring musicians did, he dropped out of high school and followed his dream. He joined competitions and auditioned for shows such as the dzMB show Oras ng Pananghalian, La Tondeña hosted by Rosa Rosal, and for Don Jose Zarah. He won here and there singing songs by Mario Lanza, Jerry Vale, Vic Damone and Sammy Davis Jr. However, he never attempted to sing Elvis’s songs until he was asked to join a group of brothers who called themselves The Trippers. Eddie explains “the Donato brothers got in touch with me and we formed a band called The Trippers, so called not because we were tripping on drugs but because we always went on trips — to fiestas, funerals, etc.”


He recalls that he auditioned for Don Jose Zarah alone not singing an Elvis Presley song and didn’t get the job because Zarah thought of him as another Bobby Gonzales, who was the other Pinoy Rock icon during that time. However, when Eddie sang an Elvis song with The Trippers they were taken in. Eddie decided that he’d imitate Elvis as much as he can through his vocal style, hair style, and his wardrobe. This is significant because it shows how the imitation of an American pop star is more accepted and favored over the imitation of another Filipino rock star. During this time and throughout history, American brand, music, and culture are what capture Filipinos attention and liking. Towards the end of the 1950s, Eddie Mesa was auditioned to sing in a movie and was given a contract to Premiere Productions where he started not only singing in movies, but also became an actor in many films such as Hawaiian Boy, Aawitan Kita, and Diyes Isang Kanta.

Eddie Mesa along with Bobby Gonzales were the first Pinoy Rock icons. They mirrored American rock style, but Pinoy Rock became a genre of its own as it added its own “Pinoy twist” and is now known internationally. Pinoy Rock started in the 1950s with these legendary icons, continued into the 1970s which became known as the “Golden Age of Pinoy Rock” with the emergence of artists like Freddy Aguilar, and became the music of Filipino protestors in the 1980s such as Aguilar’s song “Bayan Ko”. Pinoy Rock sprung out of a need of a Filipino cultural identity after the Philippines’ independence from the United States; however, this Filipino expression also became an example of the Western influence on the archipelago.

2nd President Elpidio Quirino


Following the unexpected death of President Manuel Roxas on April 15, 1948, Elpidio Quirino took over as the president of the Republic of the Philippines. President Quirino was the second president under the newly independent Republic of the Philippines. Before he became the second president, Elpidio Quirino was the vice-president under his predecessor. As his first official act, President Quirino proclaimed a state of mourning for their formerly deceased President, Manuel Roxas. Following the state of mourning, President Quirino launched his agenda of economic reconstruction and the restoration of faith into the government.

In order for President Quirino to bring about economic reconstruction to the Philippines, he created the President’s Action Committee on Social Amelioration (PACSA). PACSA’s responsibility was to help resolve the problems of poor families. He also had the Labor Management Advisory Board help by providing assistance on the human capital in the nation of the Philippines. In addition, President Quirino provided aid to the farmers through the education of farmers to market their crops as well as preventing them from relying on loan sharks. Everything President Quirino did in terms of economics was to try to build a stronger and more reliable economic infrastructure. Realizing what needed to be done, President Quirino focused more on the rural areas because that is the basis of any economy.



After helping to obtain independence for the Philippines, President Quirino knew that he had to bring about support for the government. There is no way a government can function, even if it is sovereign, without the support of the general population. Following the example set by U.S President Franklin Delano Roosevelt, President Quirino held fireside chats to try to boost morale in his nation. He held the fireside chats Malacañang Palace, which is the official residency of the president. In these chats, he would provide the people of the Philippines with the activities of the government and what they were planning to do. These chats were a way for the president to communicate to the people directly and keep them involved in the government.



Despite his efforts, President Quirino faced social unrest, especially coming from the Hukbalahap movement. In an effort to quell the Communist movement, President Quirino negotiated with the Huk commander Luis Taruc. However, the negotiations failed as the commander called for an overthrow of the government. President Quirino, during his reign as the President of the Philippines was able to create economic growth, but was unable to resolve the social problems that plagued the Philippines. As Elpidio Quirino ran for re-election in 1953, he faced staunch opposition from the Nationalist Party. With a combination of Elpidio Quirino’s failing health and social unrest; he was defeated by Ramon Magsaysay. After this failed re-election attempt, Quirino retired to Quezon City and died of a heart attack on February 29, 1956.

U.S Grants Philippines "Independence"

On July 3rd, 1946, the United States granted independence to the United States. President Harry Truman signed the Treaty of General Relations, also known as the Treaty of Manila, which recognized the Republic of the Philippines as its own sovereign nation.


The picture depicted above shows President Truman signing treaty on July 3rd. As a display of American symbolism, the treaty came into effect the next day on July 4th, the same day in which the United States announced the Declaration of Independence. In a similar respect, the United States was declaring independence for the Philippines when President Truman signed this treaty.
Unfortunately, many Filipinos recognized this day as the Independence Day that wasn’t. The United States created a veil of kindness when it signed the treaty, but when looking at the fine print of the treaty; it is obvious that the Philippines were not truly free. The price of freedom came with many chains attached to it. Specifically, there are two aspects of the independence that has turned this act of kindness into a display of American might.


Although the Americans granted the Philippines independence, the United States still kept its presence in the Philippines. After this treaty was passed, the United States still claimed dozens of military bases in the Philippines. These bases included major bases, which were the basis of U.S operation in the Asian region. With the United States holding onto their military bases, this was a display which showed that the United States still had control of the Philippines. Even though the Philippines were granted independence on paper, they were still under the watchful eye of the United States military. The Philippines were granted independence in name only, but they were still the little brown brother to the United States.

The second aspect that is important to look at is the Bell Trade Act. The Bell Trade Act is also known as the Philippine Trade Act because it specifically focuses on the Philippines. The Bell Trade Act specified the economic conditions in which the Philippines had to meet if they wanted independence. Specifically, the act created a system of tariffs which was favorable to the United States. It also measured the Peso to the U.S dollar. The Philippines government also could not place restrictions on currency transfers from the Philippines to the United States. And the act gave the United States equal access to the natural resources of the Philippines. The Bell Trade Act effectively traded Filipino independence for the economic growth of the United States. The restrictions placed on the Philippines were indicative that the United States still had a hold of power in the Philippines. The Bell Trade Act made sure that the Philippines would never eclipse the United States as an economic might.



The date July 4th, 1946 might be the day that the United States recognized the Republic of the Philippines as a sovereign nation, but it is a date that most Philippines recognize as a reinforcement of United States’ colonial might. With numerous provisions to their independence; it is difficult to recognize this treaty as a victory for the Filipinos. If the United States truly wanted to grant the Philippines independence; they would not have retained their military bases and limit the economic growth of the Philippines with their restrictions. Unfortunately for the Philippines, the United States were able to flex their proverbial muscles while acting kind at the same time.

1954 Philippine National Basketball Team

The International Basketball federation was founded in 1950 where the first tournament happen in Argentina as the world competed to win the medal just like in the Olympics. The Philippines did no play in this first tournament. However in the 1954 FIBA World Championship, which was the second tournament, the greatest moment happen in Asian basketball history. In a surprising fashion, the Philippines men’s national team won the bronze metal in this world competition. The United States came in first place and Brazil came right behind them. This event took place in Rio de Janeiro, Brazil as twelve nations competed for the gold metal. This was an important victory because it was the first time an Asian team ever won a metal in a world sporting event. No other Asian team finished higher until recently in 2006.


Carlos Loyzaga was the star of the team as this event made him the greatest of all time in Philippine Basketball History. He was given the nickname of “the Great/Big Difference” because he had played the center position on the team. He was born to a Basque Family on August 29, 1930 in San Jose, Occidental Mindoro, Philippines. His dad was also an athlete as he played in the Philippine National football team. In San Beda College, he led his team to two consecutive championships which fortunately led to the start of his stardom. His stated to played pro basketball in 1942 playing for the Santa Mesa Aces. Other than this championship, he led the national basketball team to winning four Asian Games gold medals and two straight FIBA Asia Championships. His 15 year career from 1951-1964 made him an all-star and even made the Philippines to be a prominent contender for world recognition. Other world class Filipino players on the team included Mariano Tolentino, Edgardo Ocampo, and Lauro Mumar.

In 1963, the Philippine National Team was suspended of play because the current President, Diosdado Macapagal, declined to let communist countries like Yugoslavia in the Philippines as the country was to host this world event. This led the event took place in Rio de Janeiro again but without the Philippines playing this time.


10th World Scout Jamboree
In 1959, the 10th World Scout Jamboree happened at Mount Makiling in Los Banos, Laguna. This was the first ever Scout Jamboree in the Far East and was called the “Bamboo Jamboree”. The theme of the event was “Building Tomorrow Today”. Scouts from 44 nations came to this event as many cultures mixed. There were 12.203 scouts in attendance at this event. Many nations won’t forget about the classic Filipino Smile exhibited by the hosting country.

The Huks

Hukbo ng Bayan Laban sa mga Hap, the “People’s Army Against the Japanese” was a Communist-led guerrilla group formed during World War II to fight Japanese soldiers. The Huks, as they are most commonly known, consisted of countryside peasants mainly from central Luzon. The group of peasants formed not just a result of the Japanese occupation-- the peasants were descendants from lines of farmers who have had their lands taken from the Spanish. Now that they were suffering the same treatment from the Japanese, they have finally organized into a collective group. Their leaders educated and enlightened their followers and supporters, and the Huks grew to be an educated and aware group.

During the war it is estimated the Huks had 70,000 men and women fighters and supporters. They stole weapons and supplies to fight the Japanese troops, intercepted supplies enroute to the Japanese, and continued to educate their fighters not only on Marxist-based warfare and military tactics, but social issues. Their guerilla tactics proved successful against the Japanese.

After the war the Huks continued to grow in number and power, now recognized as an anti-government rebel group. Their focus remained on land reform, an issue they felt the Filipino government was failing poor Filipinos on, especially after the government had basically signed over plenty of their resources to the United States government. Throughout the Philippines the Huks acted as a Robin Hood group, often killing powerful landlords and dividing large pieces of land amongst the poor.

The Huks began to post members in political positions of power. However they were unseated by members of the Liberal Party. The Huks then began the Huk Rebellion, which lasted from 1946-1954, an attempt at overturning the Filipino government. As President Manuel Roxas took office and signed over many Filipino freedoms and power to the US government, political unrest stirred more Filipinos towards the Huks. They especially targeted his leadership, as his prior involvement with the Japanese puppet government painted him a possible traitor to the Filipinos. They changed their name in 1948 to Hukbong Mapagpalaya ng Bayan (Liberation Army Movement) shifting their focus from the Japanese.

As the popularity of the Filipino government began to falter, the Huks continued to gain supporters, and they began making their way to Manila. However, their headquarters were raided and their most important leaders were taken in that single raid. At this time, the Second Red Scare (a period of strong anti-communism) had taken over the world, and President S. Truman sent over large amounts of weapons in order for the Filipino government to fight the Huks.

The election of Ramon Magsaysay in 1953 brought back the trust of the Filipino people. The power of the Huks further faltered, and a year later Huk leader Luis Taruc surrendered. The end of the Rebellion had come, and soon afterwards remaining Huks had been reduced to bandits.

Today some Huk followers have joined other anti-government groups, others still remain in hopes to push for land reform. All in all, the Huks no longer pose as a threat to the Filipino government.

Carlos Bulosan

Carlos Bulosan was a Filipino American writer and poet, whose semi-autobiographical book, America is in the Heart describes his childhood in the Philippines, his immigration to America, and the racial discrimination against Filipinos.

Carlos Bulosan was born in the Philippines between the years of 1911 and 1913, where he grew up in the countryside with his family as a farmer. During his childhood he received an American-style education, ingrained in the Filipino culture since the Thomasites and Pensionado program years before. Bulosan believed he could receive the same kind of opportunities in the United States. Bulosan’s older brothers left the Philippines for America, and to afford their fare the family began selling their farmland. Bulosan followed their footsteps at the age of 17, and arrived in Seattle, Washington in 1930.

Bulosan was told tales of the land of opportunity, and believed he could reach success doing menial jobs. However, the Depression and market crash had left the country in economical turmoil, and the status of Filipinos as “aliens” further distanced the Filipino immigrants from white Americans. Jobs were scarce, and Filipinos were limited in their choice of job opportunities. He worked as a field laborer and followed the seasons to earn money, as well as at an Alaskan fish cannery. His experiences led him to join the labor movement, organizing Filipino labor unions between 1935 and 1941.

Bulosan’s experiences with racism and economic turmoil became the social inequalities he began to write about. He wrote poetry and short stories, getting published in literary magazines and newspapers. One bimonthly Filipino magazine, “The New Tide”, introduced Bulosan to other writers and thus a wider circle of readers.

Through his writing and labor union involvements, Bulosan was a well versed and widely recognized leader amongst Filipino immigrants. His activities got him blacklisted as a radical from anti-Communist leaders and the FBI. Bulosan, however, continued to advocate for Filipino American immigrants.

In the 1950s Bulosan had returned to Seattle. An earlier case of tuberculosis finally caught up with him and he died in 1956.

His book America in the Heart is one of the most crucial Filipino American literary works, as it is one of the few published works documenting the racial discrimination against Filipino immigrants. It is an important tool in learning about Filipino identity of early Filipino immigrants. Today it continues to be used in classrooms as an important teaching material for Filipino American and Asian American studies.

Manuel Acuna Roxas

Manuel A. Roxas served as the third and final President of the Commonwealth of the Philippines from May 28, 1946 to July 4, 1946. On July 4, 1946, the scheduled date for the American recognition of the independence of the Philippines, Roxas became the first president of the Third Republic of the Philippines. He served for barely two years until a heart attack on April 15, 1948.

Manuel A. Roxas was born on January 1, 1892 in Capiz City (later renamed Roxas City). He received a law degree from the University of the Philippines in 1913.

Roxas’s early political career began in 1917, where he became a member of the municipal city council of Capiz. He became their governor two years later. Three years later he was elected to the Philippine House of Representatives as Speaker of the House. In 1941 he was elected to the Senate, but due to Japanese occupation, did not begin his term for another four years.

During World War II, Roxas served in the Filipino military as a reserves officer. In 1942 he was captured by Japanese forces and imprisoned. There he became commanding officer of the camp’s prisoners of war. He initiated programs for the prisoners and his leadership impressed his captors. This is when they became interested in Roxas heading a Japanese-sponsored puppet government in an attempt to gain Filipino support for the occupation.

There is speculation as to Roxas’s allegiance. He never served in outright support of the occupation, however did participate underneath the puppet government, leading some to later criticize him as a traitor. He helped with drafting a Constitution in hopes to include Philippine democracy in the document. He also headed Bigasang Bayan (BIBA), responsible for controlling rice prices and distributing rice amongst civilians and Japanese soldiers. While Roxas saw the position as an opportunity to help his countrymen, some saw his involvement as aiding the enemy.

Roxas was freed by General MacArthur and his troops. While he was arrested and tried for cooperating with Japanese troops, he was later pardoned. His political career was reinstated and he beat Sergio Osmena in 1946.

During his term under the Commonwealth, Roxas was preparing the country for independence as well as recovery from the war by passing two important laws: the Philippine Rehabilitation Act and the Philippine Trade Act AKA the Bell Act. Both laws were accepted by Congress and drastically changed the economic and political landscape of the Philippines, as well as the relationship between the two countries.

Other important laws and acts passed under Roxas and his cabinet:
-the Parity Amendment in the Constitution
-the 1947 Military Bases Agreement
-declared amnesty for Japanese allies during World War II (unless they committed violent acts)
